Laurentian Pilotage Authority (LPA) is pleased to announce the appointment of Captain Alain Richard as Executive Director, Marine Safety and Efficiency. He assumed his duties as of April 18.

Holder of a Certificate of Master Mariner, Captain Richard has more than 35 years of maritime transport experience. He served as Director of the Institut maritime du Québec in Rimouski, and for more than five years oversaw major undertakings related to the establishment of a Maritime Training Center in the Quebec City area and the development of the Maritime Institute, at the international level. He has also worked on the development of pilotage risk analyses, and recently sailed as Captain.

His skills will prove invaluable in ensuring that LPA achieves its pilotage safety and efficiency objectives by offering clients service that meets the highest standards in the maritime industry,” says Chief Executive Officer, Fulvio Fracassi.

Captain Richard holds a college diploma in navigation from CEGEP of Rimouski and a bachelor’s degree in economics from Université Laval. He has also obtained several certificates in the field of navigation. Furthermore, he has worked as a researcher and nautical expert at Innovation maritime and as a teacher at Institut maritime du Québec, among others. He has also served as Chairman on the Boards of Institut des sciences de la mer de Rimouski (ISMER) and Innovation maritime.

Laurentian Pilotage Authority is a federal Crown corporation responsible for administering and providing marine pilotage services on the St. Lawrence and Saguenay rivers.
